Strategic Plan
Creating a five year Strategic Plan for Hillsborough Township Public Schools was a key component of the Superintendent’s initial entry plan. This initial document, created by the Board of Education after surveying building and central office administration, teachers, students, and parents, is the initiation of that effort.
The 2024-2029 Strategic Plan focuses on the following the Strategic Priorities, which will position the district to empower students with a truly life-changing education:
Student Success
Culture for Learning
Facilities and Resource Management
For each of these three Priorities, the Strategic Plan includes objectives, an action plan, and indicators of success. Of note, action plans will span various lengths of time with the overall, five-year plan depending on objectives to be met.

Our goal is to use this dashboard to communicate plan progress to the public and will be updated quarterly. Instructions on how to navigate through the information related to the Strategic Plan progress can be found at the bottom of the dashboard homepage.

The process involved pertaining to the Board generating the document above involved many steps and many stakeholders. We engaged with an outside component, HYA, in order to have a third-party take in information and present it to the Board in an objective manner.
The first step involved several one-on-one interviews with all Board members and some central office administrators.
Next, multiple efforts were made to recruit various stakeholders to participate in small focus groups with the representatives from HYA. These interviews took place in the fall of 2023. Fourteen such focus groups took place with 142 participants. There were separate focus groups for High School students, Middle School students, Administrators, High School Certificated staff, Middle School and ARIS Certificated staff, Elementary School Certificated staff, Support Professionals, High School Parents, Middle School & ARIS Parents, Elementary School Parents, Home and School Association Leadership, Township and Business Leaders, and other Community Members.
Once the Focus Group information was analyzed, a survey was sent out to the entire Hillsborough Community so that anyone who still wanted to participate could do so. There were nearly 2,000 people who responded to the Strategic Planning survey. The results of this survey can be seen here:

Once all of that information was gathered, HYA compiled a Qualitative Data Report for review by the Board of Education. That report can be seen here:

Based on all of this community input, the Board of Education as a whole then took the next steps in generating the Portrait of the Hillsborough Learner, Mission Statement, Core Values, Strategic Priorities, and Strategic Objectives. This was done at multiple special Board meetings that were open to any members of the public. The Board of Education was extremely grateful for all stakeholders who participated in the process.
